Sigh... I agree with everything. I’m way worse, though. When I moved here, I gave myself to become fluent in Dutch. It’s been... SIX YEARS. I have a subscription to the NRC and yet, I can’t handle speaking at all.
My suggestion is to take a class: not a Dutch class but a class in anything else: painting or auto mechanics or art history or anything. If it's taught in Dutch you'll be forced to get over your fear of speaking just because you'll have to talk! That's what worked for me.
